ROSATOM Presents New Digital Urban Safety Complex at Smart City Exhibition

A new Russian software and hardware complex for urban safety has been presented at the forum “Smart City – Smart Country”, which is held in Ufa on July 26–28. The complex was elaborated by the company Rusatom Smart Utilities (is part of the State Atomic Energy Corporation ROSATOM). It allows to record violation of traffic rules, monitor traffic flows and pedestrial areas simultaneously.

The equipment and components are predominantly home produced; the software was created by Russian designers as well. The direct designer is the resident of Skolkovo – the company Infotranslogistic (is part of Rusatom Smart Utilities).

The uniqueness of the complex consists in its multifunctionality. Operating in real-time mode, it registers violations of stopping and parking of vehicles together with identification of registration plates, violations of urban arrangement and payments in parking zones, records passing-by traffic and pedestrian flow.

As a rule, different cameras are used in cities for each of these functions; they transmit information to different systems. For example, earlier, Infotranslogistic developed the software and hardware complex Ultra – more than 2,000 such complexes are installed in the regions of Russia and the CIS countries. It consists of three different cameras allowing to register the traffic situation and violation of the speed mode, violation of stopping and parking rules, as well as behavior in crossroads.

The new complex which was created based on Ultra consists of one rotating camera, control module, information storage and processing device, and infrared light. The software was created based on the neural network technology, which allows to learn new designs of state plates quickly and helps to identify violations. Now the complex is undergoing the operational tests in Lipetsk.

The use of the new complex enables to receive data via one interface, as well as reduce the number of purchased cameras. As a result, the safety level is improved in a city; the speed of response to possible incidents grows as well; moreover, the budget of a city or region is significantly saved.

Urban safety solutions are continuation of ROSATOM’s work of development of smart city technologies. The projects of digitization of the urban environment, municipal and regional management have been implemented by the State Atomic Energy Corporation in more than 100 cities: both the cities where ROSATOM is present traditionally (Sarov, Volgodonsk, Kurchatov, etc.), and in other cities.

Smart technologies help to control operation of the municipal economy and ensure the municipal administration’s feedback for citizens. Public transport tracking system has been implemented; smart public transport stops and smart pedestrian crossings are available. The system of intelligent registration of public utilities consumption and solid household waste accumulation is operating. Kindergartens and schools are equipped with the sensors registering consumption of water, heat, electricity. Owing to the round-the-clock monitoring, nearby 20% of consumed resources are saved against the earlier consumption figures.

Besides, various cities implement large-scale information systems for separate lines of city development: Digital Water Utilities, Digital Heat Supply, Intelligent Transport System, etc. The respective solutions are implemented today in the Belgorod Region, Udmurt Republic, Kaluga Region and other regions of the country.
